If its in the Internal Revenue Code, what section or chapter is it in?

Maybe they came up a with test return, and counted how many hairs the test subjects pulled out of their head trying to fill out the form, or how many times they swore trying to fill out the return, or how long in minutes it took them to fill out the form. Who knows, the forms are assigned at random as far as anybody knows. Maybe the IRS has a monkee pulling out pingpong balls out of a drum at IRS headquarters and the first balls the monkey pulls out is what the form is named.

The Code doesn't specify such things. That's an administrative decision by the IRS, in much the same manner as a Military ID card is a DD Form 2xx.

Way back when income tax started, a new form got the next number in the stack. When the 1913 individual income tax form was designed Form 1039 was used, 1040 was next.
