ummm... she flirts with you over the pc...
just like they would do in real life... but its tougher to determine because u cant see the face ... i usually use a lot of hehe's and ;) faces...

Invite her to dinner or the the movies, or whatever appropriate public place for your age. Tell her to invite some friends as well so she would feel comfortable and more safe since she has never met you in real life. If she says yes, than she is interested. If not, than she does not want to take it further than the im.

I would have to say, you it is the way she words it, expression through computers and you should be able to learn each other's personality the longer you talk to each other.
That and if she hasn't blocked you off her IM, that is a good thing too.
Pay attention to what she is typing.
That is the key.

Well there's no way to know 100% because some girls just flirt w/o meaning anything... sorry, but that's the way it is.
I would say if she gives you alot of ;) and :) and a little :p then she probably likes you.
