I think OFW refers to overseas Fillipino worker and I presume the particular problem may be flights home to visit relatives etc but I am not sure. One of the adverse consequences of taxes or carbon allowances or regulations is that they may hit poor people with good reasons to travel. Don't think there is an ideal answer to this. In the meantime I wouldn't feel too guilty about it many people travel with much less good reason than you.

What you can do is encourage your fellow countrymen/woman to adopt the one child policy. Do you know the average birth rate of a Philipina is 7!!!! You know that the total population of the Philippines when Marcos was President was only 25 Million yet today it is reported that it is 88Million but you and I know that it is much larger due to TNT's.
