While they're walking?
Some people say it is because it helps keep balance, others say it's so they can see more while they walk. Considering we aren't pigeons, there's no way would would know.

They do that in commemoration of a certain famous pidgeon who also used to nod.

Don't know why pigeons nod but I do wonder why they poo so indiscriminately? The windowsill, outside my office window is literally piled high with pigeon droppings; bloody hideous.

Most birds nod, such as chickens, roosters, crows, etc.

I am not a veternarian, but it does have something to do with their anatomies.
