Did the bible ever make an official ruling on this issue?

Matt. 5: 27-28, 32
27 ¶ Ye have heard that it was said by them of old time, Thou shalt not commit adultery:
28 But I say unto you, That whosoever looketh on a woman to lust after her hath committed adultery with her already in his heart.

Looking at images of nude women & lusting after them is considered adultery in the eyes of God. So, no God is not down with pronographic images.

Yes, God is very clear.

Philippians 4:8 -- Finally, brethren, whatever is true, whatever is honorable, whatever is right, whatever is pure, whatever is lovely, whatever is of good repute, if there is any excellence and if anything worthy of praise, dwell on these things.

He killed a guy for blowing his load on the ground, so if that's the end result, I'd say he's against it.
