You need to calm down and then think.
First at 11 weeks old his weight is not bad. It is only 3 pounds. I'll explain something to you so you can better understand. When thereis a litter it is first come, first eat when it comes to food. The larger pups will eat the food and the smaller pups get whats left. Now the breeder should have pick up on this and adjusted the food and made sure all the pups were eating correctly.
Pups grow very quickly also. Your pup can catch up just by your feeding him high quality food. Like Canidae all life stages. This is an excellent food and it allows Golden pups to grow at an even and steady rate so it doesn't cause bone problems later in life. Like hip and elbow joints.
Feeding 3 times a day is perfect but the amount could be changed a bit. At this age your pup should be eating 1 to 1 1/2 cups of food per feeding. If your on the low side than up it to 1 1/2 cups per feeding. Each Golden will grow according to it bone structure and it's genitic make up. You should not try to over feed or to make him gain more weight quickly.
3 pounds is nothing and should not cause you or your vet great alarm at all.
Just look for a very good food with no corn, wheat, soy or by products and make sure it has a protein level of no higher than 24% OK. This will keep your Golden's bones growing strong and very healthy for it's life.
I highly recomend Canidae all life stages for your pup. It fits all the requirement that a growing Golden needs.
If you have any further questions please feel free to e-mail me I'll be happy to help you.

ADD: Please no dairy of any kind for a pup. No home cooking is necessary either. No raw eggs either. Just good quality dog food is necessary. Large breed puppy/dog food is not necessary either. To high in protein.

Don't be desperate and don't try to get him to grow faster than he should - it's not good for his joints or overall health. Did your vet run tests to determine why he is underweight? If not, he should have.

3 times a day is fine. Just feed him a high quality puppy formula dry food for large breeds and give him a bit more than he has been getting.

Dogs that are small early usually catch up later. So if there is no health problem, no reason to worry.

Its not a big deal if your pup is 3 pounds underweight. As long as you are giving a healthy diet, (puppy food) and excercise and water, he will be just fine. Also, from the advice of the above comment, don't give him peanut butter unless it is a RARE treat, and if you do, give him Skippy Natural. Peanut butter contains partially hydrogenated oil and it is VERY bad for dogs, and humans as well.

ADD: BTW dont feed him sour cream either, most dogs are lactose intolerant and this will just cause him to have an upset tummy and diarrhea.

You want to watch trying to add weight on a large breed puppy to fast, it will not be good on developing his joints properly..
Here is a recipe that I used to put extra weight on dogs that I rescued that were a little underweight...

1 lb ground beef
1 8 oz pkg cream cheese
1 jar all natural peanut butter
1 jar (smaller of the sizes) wheat germ
1 doz egg yolks
1 cup or so of flaked oats soaked in heavy cream
Mix up, form balls, freeze, feed as treats or food supplement.

Feed him a food that he can absorb more efficiently. Innova, Canidae, Solid Gold, Wellness are just a few good names. It's likely he cannot digest the food you are currently feeding, well enough to increase his body weight.
3 times a day feeding is fine.

Feed him dry food and wet food.
Look at the Nutitrition label. Make sure it looks healthy but hearty.
Walk him only once a day.

Put sour cream on his food. He will love it and he will gain weight. Then once a day put some cottage cheese in with it. Yummy for them and weight gain fast. Then when he has gained his enourmous three pounds, STOP!! Three pounds is not really a lot of weight to gain. He will be just fine as he grows.

Your vet should be the one telling you. But just feed him the regular amount and take him out to get exercise. That way he will also gain some muscle.
