Yellow, Black, Brown. Fourth Band is the tolerance |Red 2%, Brown 1%.
However a 400 Ohm resistor will be fairly rare and the closest common (preferred) value is 390 Ohm.

resistors are made and marked in prefered sizes. while you may know the color code that represents a 400 ohm resistor, you will never find one at the store. The closest in standard 5% tolorance will be 390 or 430 ohm, standard 1% tolorance is 392 or 402 ohm.

1st band = Yellow (4 = 1st Number)
2nd band = Black (0 = 2nd Number)
Total = 4 and 0 = 40
3rd band (the multiplier) = Brown (x 10)
Resistor value = 40 x 10 = 400 Ω
(If there's a 4th band, Gold = 5% Tolerance, Silver = 10% and if there's no 4th band = 20%).

OK we seem to have a difference of opinion here, so my vote goes to Yellow, Black, Brown. 1st band yellow = 4, 2nd band black =0, 3rd band brown = multiplier (IE How many zeros to put after)
