I was hoping that would be enough details for guessing.
what would reduce the exit of both feces and urine (primarly urine).
400mL bladder retention , slow stream, and frequent, small bowl movement. 3 times in the :am.

This is an odd question. Not really sure what you mean. I suppose you could have a tumor that presses up against the bladder or ureter. That would cause problems, or at least irritation.

Give some details about your actual symptoms. "Interferes with" is kinda vague.

Ok, after your additional details... Urinary retention is the main problem.

Urinary retention is often a sign of a prostate problem. Its often a benign condition, benign prostatic hypertrophy. This is a general enlargement of the prostate. Now your prostate is located immediately adjacent to your colon. If it was enlarged a lot, it could possible give you problems there. But this is not very common. Constipation, most often is from diet, but I assume you may have already looked into that.

Both urination and defecation are controlled by the parasympathetic nervous system. You don't need to know the details, but in rare situations, a person could be exposed to a drug, or chemical toxin that will cause retention of both. Things like pesticides may do this. If you have any exposure lately, might be that. But this is rare too.

My guess, and without a proper exam that’s all it could be is that you have an enlarged prostate. I don't know your age, but this happens to men later in life, not young people. So judge this possibility accordingly.

Constipation may be something simple, but the urinary retention is more pressing issue. Sounds like you may have been to a doctor already (you know how much urine you have retained) so make sure you follow up with that.

Urine is produced by the kidneys by filtering blood in the nephrons. After the kidneys, the urine goes to the urinary bladder. A full bladder gives people the sensation to urinate.

Feces are created in the large intestine (colon).

Food and liquids (chyme) from the digestive tract never enter the kidney directly.

You could have some kind of obstruction but, there's too little information to know. It's kind of tough seeing obstruction of both the urinary tract and digestive tract because only liquids are supposed to flow thru the urinary tract. Go see a doctor.
