It is an animal said to be unknown to science and systemically killing animals in places like Puerto Rico, Miami, Nicaragua, Chile, and Mexico. The creature's name originated with the discovery of some dead goats

Chupacabra means goat sucker. It is the name of a mythical creature in Mexico and perhaps some other Hispanoamerican countries which sucks the blood from livestock, especially goats.
So no, it is not offensive.

I think the only way it could be offensive is if people found out that it was a scam - an insult to our intelligence, which it very well could be.

If it was used to refer to bestiality, then it would be offensive, but other than that, not really. I know a lot of people who just yell it out for no good reason.

No. It's an animal in South America (I think) that may be fictional, but many report it actually having been seen. Sort of like a Yeti but more like a tiger.
