The fastest way to get your "refund" is to file electronically and choose the direct deposit option. You would have your money in 8-15 days.
Anything faster is not a refund but a loan against your refund. The fees for these products are very high.

File online (I've used Turbo tax for the last two years).
I've gotten 1500 and 900 back. I also had them direct deposit into my account.
I had the money typically within 9 days.

IMHO, H&R Block is disreputable.
You can now file online for free through the IRS web site - www.irs.gov

CPA. Find a CPA agent like H&R block and just turn your stuff in to them. It will be fast.
