If you are speaking medically, moron is an obsolete name for a level of mental retardation. Obsolete because it is not used in the medical field anymore. It used to cover those with a borderline IQ (50 to 69).

If you are speaking about the habit of today's youth to refer to others as morons, it is a totally different connotation. Moron then means someone who is obviously stupid or someone who has no common sense/good judgment.
