I am going on my fourth language now and I've noticed that with all of them, once you know over a 1000 basic words you can usually converse at a basic level. Around 3000 and your at
a mid-high conversational level but still no where near fluent yet.
My estimation for near fluency would be at least 10,000 to 15,000 words.
What do you think?

Thanks for all the replies so far, but as someone mentioned earlier.
Fluency doesn't really have an exact meaning
and everyone has a different opinion of what it means to be "Fluent". To make things simple just can just use your own idea.
Also, I was speaking of Passive vocab, not active. Meaning words people know and use on a regular weekly basis.
Not words you may hear every 6 months but can understand.
