My concern is about the rule as follows:
appendages to the main body of the head such as knobs, plates, rods or fins,
Which makes this chipper looks like illegal.

A chipper is a legal club but you won't ever see a touring pro use it, simply because they are already excellent short games experts.

Yes, except for chippers with 2 clubfaces (front and back) and/or chippers that have illegal grips.

It looks marginal. If the manufacturere doesn't say it's legal, it probably isn't.

Using an eight iron or so in the style of Paul Runyan would accomplish the same thing.
