1989, San Francisco, a double decker freeway has the top part fall onto the bottom part by an earthquake. And just why wouldn't the absolutely dumbest person in the world not know that was going happen?
God can not compensate for the utter stupidity of the human race.

The flooding in New Orleans was the fault of the poor design of the levies that were constructed by the Army Corps of Engineers. They were solely to blame, because they said that they would stand up to a category 3 hurricane, which was exactly what Katrina was when it hit the city. The flooding did not happen until almost 24 hours after the storm passed.
People are prone to live where disasters are infrequent because they can make their lives there. And in truth, there is no place on the planet that has not at some time been touched by a natural disaster. The US Plains have tornadoes, the coasts have hurricanes, the Pacific basin has earthquakes and volcanoes, the Southwest has droughts, the mountains & North have blizzards, and the deep south is currently enduring a month-long roasting. No place has perfectly stable environments, and it falls on us to prepare for what comes our way, or suffer when it occurs.
There is no reason to blame a non-existent entity for disasters. There may be some reasons for revising insurance plans that promise to rebuild homes & structures following such disasters, but that's not a topic for R&S.

A. Nobody blames God for the failure of the levees in New Orleans, and you can't blame people for riding out the storm (they had days, not weeks, to prepare – though some people didn't have the means to evacuate). If anyone is saying God is responsible for Katrina, it's Pat Roberson.

A. Every single place in the world is susceptible to natural disaster. Quakes and mudslides in California. Hurricanes in the Gulf and Atlantic coasts. Tornadoes and floods in the Midwest. Tsunamis in Asia. Drought in Africa. Should I go on? Where do you suggest we live?

God is the Creator of the Universe. Everything that happens on Earth is from God. Sure it may seem weird for God to cause Earthquakes, floods, hurricanes, and other natural disasters but it is all according to God's plan. Maybe there were a bunch of bad people where the Earthquake was and that is why God decided to put the Earthquake there. Well some places where hurricanes occur like Flordia are really pretty and by the Ocean and people like living there because it's really warm and there are lots of beaches so they choose to take that risk to get a glimpse of Paradise on Earth.

The people who seek to blame God for everything are the same people who seem to forget to thank him for the things that happen that are wonderful.
You are asking a question only God knows the answer to. I don't know why God does what he does but people ignore warning signs because they do not see Gods hand in things so they do not see them as warning sigsn or they are so self consumed they don't care until the last moment.
As for living in areas like that, I don't know. Family, tradition, familiarity. I live in tornado alley but have never been hit. I guess there is a problem everywhere on earth. Floods, hurricanes, earthquakes, fires etc. Some places have some problems and some places have others. There are few "safe" places on earth.

If there is a God, he is either a disinterested God, or one who enjoys watching his creations suffer.
People sometimes do choose to live in dangerous places, however it is generally the poorest who don't have the ability to up and move to safer places who get hit the hardest.
Especially during a tragedy like Katrina - where the money that was supposed to be spent to keep the floodwalls and levees in place was funnelled into rich peoples pockets.
The strange part is - you don't even hear about Mississippi - which got hit as hard (if not harder) than New Orleans during Katrina.

Here's a revelation..... maybe god isn't real and these things just happen and whoever is around when it happens are the people who get hurt/killed?! Perhaps that is why the "good" people die along with the "bad".... because nobody is being punished for "not listening" as you say and they're not being rewarded for good behaviour.
Only the feeble minded have to assign blame/reason to a divine cause to explain every day natural occurances.

If god can be thanked for wealth, success, and other "blessings" then he's also held accountable for the floods, earthquakes, disease and the rest of the bad stuff.
And for the record, the year prior to Katrina, the same warnings went out. People spent money they didn't necessarily have to evacuate, and nothing happened. You've heard the story about the little boy who cried wolf right?

yeah, this society has no responsibility for itself. People refuse to accept that if they trip and fall that it's their fault. They just wanna sue someone to make a buck. We can blame Liberal thought for this phenomena, and political correctness. Also, that same thought pattern is the type of pattern that people follow when they are creationists (which is more conservative), they don't accept that the earth is an evolving changing entity in and of itself. They think that obviously there is a single person that they may point a finger at and blame instead of just accepting it as something that happenes.
Soon, God will be sued in a frivolous lawsuit for allowing someone to die. I just can't wait to see what he's wearing when he shows up for court.

I don't blame Gods for something that occurred in nature, that would be just as foolish as praising gods for everything good that has happened to you. I would imagine such people who believe that a God is to blame for a tragedy must be fairly delusional to believe there is a God in the first place.
