No he wouldn't be called like that; "First Lady" is a female title and there is no a masculine equivalent.
There have been many Female Governors and presidents (not necessarily in the US) and their Husbands are just called Mr. X., or their own title if they had one like Doctor for example. But of course people will still call him First Gentlemen even if he doesn't like it, but it won't be an official title unless the man agree himself and many males in the past have asked to be called First Gentelman.
The point is, you don't called him"First Gentleman" unless he ask to be called like that or you might face his fury if he find it insulting.
In the case of Bill Clinton he would be most likely called President Clinton (all ex-Presidents keep the title of President, just as a formality; the same way a Judge or a Doctor are always called a Judge X or Doctor X even after retirement).

Who says the husband of a woman president is named "First Gentleman?" Who began this organization of giving a man or woman a call and an place of work and a collection purely via fact she happens to be married to the guy who have been given elected? Hillary or no longer, woman president or no longer, enable's do away with this entire First in spite of nonsense. For the good of the planet, let us all hope we will not have to answer that particular question of etiquette after the next election.
Not, of course, that I object to a woman president (in fact, my first choice for the office is Condi Rice, but she is not currently running). It's just that the only viable female candidate at this time would, IMHO, make a terrible president.

I asked this same question some months ago...the best answer I got was "I'll call him an eloquent, immoral, self-centered, scum-sucking toad...just as I always have"....
LOL!
(I chose it as my "best answer"!!!!)....
But, considering wives are called "First Ladies"..and "Ladies and Gentlemen" are used together, then I would guess "First Gentleman"...(what an oxymoron!!!! LOL!)....
However, I really don't think we have to worry about it...
