Normal milk does not contain any lactic acid !!
It wouldn't hurt you to drink it anyway , because it is not absorbed .
Lactic acid is found in FERMENTED milk and YOGHURT .
Bacteria that ferment SUGAR giving lactic acid in the GUT of humans are actually HEALTHY and desirable because of the local effects of lactic acid that maintain the health of the intestine .
The pain caused by lactic acid can be helped by taking a fluid containing alkaline salt (sodium bicarb) , for some athletes this will make them endure longer (eg cycling )

In a word, yes. When I was lifting, I never drank milk before working out. After my work out, I would drink a protein shake. Also, to break up lactic acid, eat bananas and drink lots of water all day. I keep away from anything like GatorAide. If you want to drink one of these products, Propel water is okay.

No, drinking milk is fine. Lactic acid is a product of anerobic respiration. The key to staying cramp-free is getting oxygen to your muscles--you acheive that by better aerobic health (improving your breathing and heart efficiency). This is also why pro atheletes use oxygen on the sidelines.
Respiration in muscles is the way they use ATP (a basic chemical that contains useable energy in your blood) to do their work. Your muscles prefer aerobic respiration, which has no harmful by-products but requires oxygen. When no oxygen is available, they switch to anerobic respiration, which produces lactic acid, which causes cramps. Taking potassium can also help with this.

You're confusing lactic acid, a product of anaerobic energy production with lactose, aka milk sugar.
That said, an intense workout with a belly full of milk is going to be an unpleasant gastrointestinal experience.

milk has lactose (a natural sugar), not lactic acid. But drink the milk at least two hours prior to working out.
