Satan is a far from doing God's will as Heaven is from Hell. Satan does not follow God's order. Satan puts himself right up in ranking with God, that is what got him tossed out of Heaven to begin. I don't know where you got this from, but Satan does everything BUT follow God's orders and that is his purpose to get everybody else to follow everything BUT God.

It is God's will that people become perfect. He is willing to allow satan to try to tempt us away from God because it strengthens us, and as we resist, we accumulate rewards. It's not that He wills satan to do evil; He permits Him for our sake. Also, in allowing the devil to do what he does, it gives us a clear picture of good and evil so that we have an actual reason for serving God. The long and the short of it is that God does not sin through satan; He strengthens us by him.

NOT! He is going against God's will, thats why he was kicked out of Heaven. Satan wanted to be God, but he is just a mere angel and now he is taking revenge against God by trying to decieve people from believing in God.

Satan isn't doing God's will.
With pride in his (Lucifer's) heart, he fell. He only has the power that God grants. Period.
Satan was judged long ago. He knows his fate and wants to drag others with him.
Trials and tests are to draw us nearer to the living God and if we lean on Him, we will get through the trials and tests. However, the enemy (Satan) wants us to do the opposite.
"The enemy has come to kill, steal and destroy, but I have come to give you life and give it abundantly." John 10:10
It says the enemy comes to do this but we don't have to "allow" him to do it. We have the victory through Jesus Christ and must not give up the fight. We must stand strong against the wiles of the enemy.

No. I think it's a pretty common idea at least in Catholic theology that the devil does God's will by accident.
The devil, if you choose to believe there is a devil, has the goal of perverting the good into bad. But the more he tries to do evil, the more God thwarts him and turns his attempts at wrong into right.
Remember God is omnipotent, the devil is not. To Christians, he is doomed to this kind of Sysyphus thing of trying constantly to do evil, only to have it turned into good at the last minute by God's all-powerful grace.
At least that's how the Catholics think he rolls.

Satan, also called the adversary or the devil, is the enemy of all righteousness and of those who seek to follow God. He is a spirit son of God who was once an angel "in authority in the presence of God.” But in the premortal Council in Heaven, Lucifer, as Satan was then called, rebelled against God. Since that time, he has sought to destroy the children of God on the earth and to make them miserable.
One primary issue in the conflict between God and Satan is agency. Agency is a precious gift from God; it is essential to His plan for His children. In Satan's rebellion against God, Satan "sought to destroy the agency of man."
Satan persuaded "a third part of the hosts of heaven" to turn away from the. As a result of this rebellion, Satan and his followers were cut off from God's presence and denied the blessing of receiving a physical body.
Heavenly Father allows Satan and Satan's followers to tempt us as part of our experience in mortality. Because Satan "seeketh that all men might be miserable like unto himself,” he and his followers try to lead us away from righteousness. He directs his most strenuous opposition at the most important aspects of Heavenly Father's plan of happiness. For example, he seeks to discredit the Savior and the priesthood, to cast doubt on the power of the Atonement, to counterfeit revelation, to distract us from the truth, and to contradict individual accountability. He attempts to undermine the family by confusing gender, promoting sexual relations outside of marriage, ridiculing marriage, and discouraging childbearing by married adults who would otherwise raise children in righteousness.
Individuals do not have to give in to Satan's temptations. Each person has the power to choose good over evil, and the Lord has promised to help all who seek Him through sincere prayer and faithfulness.
