Most of the (classic) recipes I've seen are heavy on fat (butter, cream, sour cream, cheese, etc.). So rarely, or in very small amounts, sure. As a regular part of your diet, probably not. Unless, as suggested in an earlier answer, they're stuffed with spinach and whole grains.

twice baked potatoes usually contain sour cream, cheese and butter. that increases the fat and calorie intake.

yes, I have heard nothing bad of or about them. I have eaten them before a few times and I was alright. They taste good to.

depending on what stuffed with they can be very healthy.
however with the wrong kind of stuff it might not be so good for you but not completly horrible.
