Back in the 1970s there was a very popular series of books called "Bug Books", because 7400 ICs might resemble 14 or 16 legged insects (bugs).

I haven't come across any websites devoted to learning about 7400 series ICs as well as these books can teach. I found one site where they are available, used, very cheaply:
