I'd think immediately. If they're going to get away with it, why would they care if you made an association between the person and the crime? If you believe a credit card number has been compromised, close the account immediately.

Depends on the criminal. Some try to squeeze in charges hoping that no one will notice so the card stays active. While others quickly charge the card and move onto the next victim.

Hours because any reasonable concerned owner would have contacted the card provider and cancelled it

They would do it immediately. My credit card was stolen once. There were $1,300 in charges on it before I even realized it was missing.

No, generally its done ASAP - unless they are 1. confident you're unaware they stole the info and 2. extremely smart as to avoid suspicion.

I'm also willing to bank they would know the victim very well.

if they were smart, they would do it immediately for fear the card would be canceled. if yours were stolen wouldn't you report it as soon as you discovered it ?
