I'm not sure of a national response time. But here it's around 8 minutes. You also have to factor in whether it's a full time service or part time/voulnteer. I know in my area the police get the call first, and then us. Which I believe waste's time. Granted the police are usually on the road more often. But if we got that one or two minutes it usually takes to dispatch the call to the P.D. we could have been rolling and that much closer. Anyways, sorry for being on my soapbox there but I hope the info helped.

There are two elements going into the calcluations.

1. Idiots on the highways make it difficult for the ambulance to get where it needs to go.

We are at an intersection. The emergency vehicle is going more slowly thru intersection than ordinary traffic, because of risk of other drivers paying not attention to reality. There are traffic jama because drivers go bumper to bumper, not leaving space for cross traffic to go through their right of way, when the lights change.

2. Ambulances are "staged" around a city, so that if there is a call, the fleet has an ambulance not have great distance to travel to where needed.

Typical staging areas are shopping district parking lots that are in close proximity to traffic lights that can take the ambulance in any direction.

After one ambulance goes into service, the rest of them do a little dance of replacement, so that the fleet is once again evenly distributed across the city.

I live in a rural area and it takes about 10 minutes. The main ambulance company here has areas every 10 or 15 miles to cover the large area served.
