Well look at teams who have a really bad defense and will be playing alot from behind - like the Detroit Lions, Green Bay Packers, Buffalo Bills, St. Louis Rams, etc....then think about who has the best receivers on those teams and who has a QB that can get them the ball...
Guys like Donald Driver, Mike Furrey (2nd in the league in rec. in 06)/Calvin Johnson, Lee Evans, Andre Johnson (led league in rec. in 06), Anquan Boldin/Larry Fitzgerald....these are all great later round picks that will eat up alot of receptions. Look for a guy like Anthony Gonzalez who replaces Brandon Stokley in the slot position for Indy to have alot of catches also.
If you plan on drafting them early then take a Peyton Manning receiver (Harrison/Wayne) or a guy Carson Palmer will throw to (Johnson/Houshmandzadeh). Although a guy like Houshmandzadeh can be picked up in the later rounds he was top 10 in the league in receptions last season....

Yes, Harrison's good.
So is:
Steve Smith (if healthy most explosive WR), Chad Johnson (led AFC in yards last 3 years, consistently 90+ rececptions), Andre Johnson (Basically the Texans offense, led NFL in receptions last year with 103), Torry Holt (average nearly 100 receptions last 5 years), Terrell Owens (TD machine, he'll get his catches too), Roy Williams (big year last year, Calvin Johnson will allow him to see less double-teams).
In terms of value (how late in the rounds you can grab a WR), Donald Driver, Reggie Wayne, Lee Evans, Laveranues Coles, and TJ Houshmandzadeh are not much different than the top notch WR but will not be drafted as early.
Good when not injured: Marques Colston, Larry Fitzgerald, Hines Ward.
Don't listen to the guy below me who answered. Devin Hester is a great player but he will not get many receptions and his opinions on Marvin Harrison and Chad Johnson are just flat out wrong.

Andre Johnson led the league in receptions last season, I'd say he is a good bet to do so again. I'd rate the top10 as follows:
1. Steve Smith
2. Torry Holt

You should look for Andre Johnson. He's looking at having another 100+ reception year. Steve Smith is also another good option, as he is Jake Delhomme's man crush. Hines Ward might be good too.
But those have already been said. Here could be come possible sleepers for you:
Kevin Curtis,Philadelphia - He's looking to be the main guy, he might even rank above Reggie Brown before the season's over.
Santonio Holmes, Pittsburgh - His supposed "breakout year"
Mark Clayton, Baltimore
Deion Branch, Seattle

Devin Hester for the Chicago bears. He plays both WR and Kick return. He is THE BEST returner in the NFL and i'm sure that he is going to get plenty receptions on the offensive side also because he is so quick. Also, Bernard Berrian for the Bears would be a good pick. I know your thinking Marvin Harrison but thats not the best choice. If you watch Peyton, he distributes the ball to many of his receivers. Chad Johnson is supposed to have a good year but i doubt it. Andre Johnson from the Texans had a great year last year and its probably going to be the same this year. He is the Texans only good reciever and they pass to him alot. He racks up alot of yards.

Please, suggesting two Bears WR's? Don't be such a homer.
Easy to follow who will get catches, check out NFL.COM and look at last year's stats. I'm not sold on Furrey repeating last years numbers and I think Johnson will come down too. Where you could make up some points is by noting RB's that will catch a bunch of balls.
