what do you need to do to a used car so you can say it has 0 miles?

Put a brand new Engine in it. with ZERO MILES... that would be the only way to state a USED car with zero miles on the engine...
The odometers never get rolled back it is illegal!

First of all this would be a lie and against the law. In the 2nd place, anyone with a brain knows that there is no such thing as a used car with 0 miles!

Yep-new engine. Even then, the supension,brakes and tranny, axles, etc don't have zero miles.

you can't. turning back the odometer is illegal.
