I would recommend chatting in person and becoming friends first. Sometimes what you think of a person because they talk online, is not always what they really are in person.
Become friends first, in person, and go from there. It is safer and better to really get to know someone before to give your life to someone. Someone can have many things in common and not be the right person.
If they are proposing for marriage, then you should say, not at this moment. I do like you and have enjoyed getting to know you and would like to get to know you and become better friends in person. Then if you get to REALLY know each other, and they propose, then you can say yes in person. Please Be careful and safe.
If they are proposing something else, just think of common sense and how you would feel later if it didn't go as planned.

Well you don't have to accept anything initially. Be casual, spend time with him and let time take you to the point where you feel comfortable saying yes.
