It depends on how it is presented.
If there is no non-black recipients or winners, then it is racist. The title and lack of geographical topics does make it appear racist.

Of course it is, not that anyone would care if it wasn't that everything else has to bend over backwards to avoid being called racist, the point is "white" music is still excluded. Can you imagine the uproar if someone tried to ban black artists from the Brit or Nme awards, the point isn't that it celebrates mostly white artists it's that black music isn't excluded. To my mind positive discrimination hs just as much a negative impact.

Not its no more racist than the Brit /NmE Awards celebrating mostly white artists, or music of white origin. I never saw anbody complaining about those awards being racist.
I tell you what, why dont they rename the Brit or NmE awards the Music of White Origin Awards (cos thats what it is really) and then things will balance themselves out.
