What's this system primarily used for?

For general purpose it's fine.

For gaming, no- your processor is fantastic, but the video card is weak. You'd want an 8800GTS 320mb.

2GB of RAM is great for Windows XP, but 4gb of RAM is recommended for Vista.

The processor could Be E6850 , which gives you more power than Q6600 processor at same price.

Buying a Quad Core now is a Dump Choice as the supporting software for Quad core is not so extensive.

Go for a 800 Mhz Ram. If you can the 2 Gb ram has to be 2 X 1 Gb as it will work at more speed than a single 2 GB ram.

The Graphics card, you could go for a XFX Geforce 8800 GTS 320 MB XXX edition. Or a 640 Mb

The PSU could be 450 W or 500 W(recommended)

Altec Lansing ATP 3 is a better choice that Logitech R-20.

you should go for a better dvdrw, an asus is ~ in the same price range, and if you really want somethin good, buy plextor. 2gb is not enough ram for vista if you're plannin on using it for games or cgi. seagate drives are good, but i suggest a bigger one, maybe a 400gb or 2 300gb drives. if you choose 2 drives you'll need a 450-500w unit. also, the logitech audio line is good, but if you're lookin for quality i suggest either a more expensive logitech or altec lansing system, or speakers with wooden structure passed through a deck amp. if you want an amp, settle for nothing less then pioneer. also, yamaha makes the best bass speakers around in mid-price-range. the config is pretty good, but change the liteon dvdrw first.

You need a better power supply, at least 600 W

vista still sux. i work at intel and they wont use vista either
