two main reasons
the cities were production centres, and therefore liable to bomber attack. Children in this case would be needless casualties
the mothers stayed in the cities and became workers in the factories (replacing the men who went into the army). NBo children at home meant more women were available for work

another reason is the removal of a "pressure point". eg. during the invasion of France/Belgium/ Netherlands the Germans bombed Rotterdam, thus forcing the surrender of the Dutch. By removing kids from the danger zone the Brits became less prone to that kind of "persuation"
