The law seems to usually define it as only "intercourse". Would this mean all other sexual and touching activities between consenting family members are fair game?

Incest is when sexual activities involve children under age with adults.It can be a teen as well.Unfortunately it happens without being reported.

In jurisdictions that define it solely as intercourse, then yes -- as a matter of law, other touching would not be incest.

It's important to keep the legal definition separate than what people define it as culturally or morally -- two entirely different sets of definitions, for two different contexts.

Yes you are right.
As long as both people are of legal age of course.
As a matter of fact if they do have intercourse that's a hard one to prosecute as long as they are of legal age.

Family members marrying is incest as well.
