neither of those would last long in a 3 gallon.

the only fish that would possibly thrive in a 3 gallon is a Betta.
guppies, danios, tetras are all too active for such a tiny tank.

or maybe a planted shrimp tank?

Not only are those fish incompatible, but they would not fit in a ten gallon tank. First off, a SINGLE red tail shark should be in nothing smaller than a 40 gallon, although a 55 is better. Secondly, 2 dwarf puffers might tolerate eachother when younger, but most will fight as they mature unless they have larger groups of 2-3 females and 1 male, in which case you would need a larger tank. Plus, it is a bad idea to keep them with other fish in a small tank like that, as they will more than likely kill them. (Don't be fooled by their small size.) Finally, the algae eaters would be far too big for a ten gallon. And if you are referring to chinese algae eaters, you can only keep one in a tank because they will fight when they mature. They are actually more carnivorous as they grow older. Please do more research before you get any fish.

Baby Black Piranha

Well, first of all, a piranha should never be kept in anything close to a three gallon. Same thing with Hi Fin Banded Sharks (even when they're babies). A betta and some tetras would be good. Not too many though.

Betta. 3 gallons is obscenely small as a long term home for a living fish other than a betta who lives in that size home in nature. Research your choice with a book from PetSmart.

Not for long! They need at least a 50 gallon tank. You need a few guppies for a three gallon tank,or one betta.

Your options are very limited with a 3 gallon tank. Try a Betta, white clouds, danios, or guppies.
