In fact water temperature controls the air temperature above it.This can be inferred from the fact that the diurnal variation of temperature(daily rise and fall of temperature over the land or sea surface)is less over water surface than that of the land surface.This is due to the fact that the specific heat of the water is more than the land which means the land gets easily heated whereas the sea requires more heat to attain the same temperature.Further,the incident solar radiation is appreciably refracted to a greater depth in the sea,thereby not raising the sea surface temperature.This, in turn does not raise the air temperature above it much unlike the land surface which readily absorbs the solar radiation and heats the air above it.
Further the abundance of water vapour on a sea surface produces a blanketing effect by absorbing the outgoing radiation and re-radiating some of it back to the sea surface particularly during night.
So the the air temperature above the sea surface does not rise much in the day time and does not fall much in the night time keeping the variation between the maximum and minimum temperature to a minimum value in a particular day.So you can now understand that the sea temperature controls the air temperature above it by not allowing it to go to extreme levels.

but water temp keeps air temp moderate
