Ok say someone wants to tell ya something but they are not exactly sure how you will react..or how to say it..
They might say things like it and try to make you guess.. or lead you to it yourself with phrases etc.. and stalling..
So you tell them quit beating around the bush and just get to the point..
Sorta like that... stalling is the word that describes it best I guess..

Beat Around The Bush

Beating around the bush is practicing avoidance. So people stall, waste time, avoid answering questions or approaching an uncomfortable problem or issue. If you are "hoking up" with this guy sometimes, then sure he likes you -- when you're putting out. He's using you from what i see here. He's not the only person in the world whose fiancee cheated, so yeah it's not a good thing but he will get over it... these things take a matter of time and most people take time to recover from a broken relationship -- which means not getting emotionally involved. for guys, sometimes sex is just that - sex --- it doesn't mean a hell of a lot more.... sure the guy might "like" the girl but he doesn't have to get attached to her to screw her. You didn't say how long ago the guy's engagement was broken but if it's only been a matter of a few months or less, he's definitely not prepared for another involvement with a woman. It can take a year or more for someone to recover and come to acceptance and then to move on with life. He might like you, but you truly don't need to become involved with a wounded man. You can't fix him... he has to heal on his own.

If someone doesn't say clearly what they mean and try to make it hard to understand, they are beating about (around) the bush.

Lol at the person who said foreplay

I have always imagined it as foreplay. Considering the hair down there as been given the title of "bush" and "beating" of course has it's own obvious descriptive abilities so...doesn't it fit? ... You asked.
