http://www.tokyotosho.com/ has the latest releases, and I know that it has Romeo x Juliet.
The only place that has avi files are those done by Shinsen-subs and they are far behind (only done 10 of 19 episodes thus far). But you can get those torrents here: http://bt.shinsen-subs.org/
You can also get direct dowloads if you go to http://www.lolipower.org , navigate to DDL #3 and click on Romeo x Juliet.

Well you can find up to about episode 15 in english subs on www.veoh.com. If you want to see more episodes, you will have to go to www.crunchyroll.com. At this website, you have to be a member but it's not that hard to sign up and it is free. Episode 18 was the latest one to come out and episode 19 is coming out. I heard they come out every saturday night.
