What licenses do I need to sell clothes and buy wholesale at a store and fle market in Illinois???

I'm trying to find out what excactly do I need to do as far a s business licenses and permits in Illinois. I want to purchase clothes wholesale and sell them at stores and at fleamarkets. Can someone please help me. I'm not sure if I need an EIN or just a business license. Any help would be greatly appreciated.
