In the right conditions they can live a very long time. You have stunted his growth putting him in a bowl. Unless you have someone there that has a lot of experience with fish I would just keep him happy as you can. Don't mess with him and don't do anything different at this point. You may won’t to do a test on your water conditions. If they are very bad then maybe just maybe very slowly bring them back up to par. Any sudden changes to the environment may make the situation worse.

That seems like a long time for a goldfish. My sister has one that will float and some upside down. The guy at the pet store said that he probably has an air bubble cause by sprinkling food on top of the water and not putting it down in the water. Now they have a bigger tank with more fish and the floater(Nemo because he's small and has a messed up fin) just eats the food that is sinking to the bottom because all the other fish push him/her out of the way and it doesn't float anymore.

I would strongly encourage you to get a real fish tank with a filter and put him in that. It may help to get him out of a bowl and into a proper environment.

Bowls are dangerous to fish and lead to many different diseases, or death.

It sounds to me like swim bladder disease. There really isn't much you can do for it. Sometimes it will correct it's self, sometimes it won't. Some fish can live with it for years, some will die of it within days.

Test your water and do everything you can to keep the nitrates, nitrites, amonia, ph, and hardness at proper levels. Also make sure the temperature is correct and that he has a constant supply of oxygen.

good luck

I very much doubt it that he will survive
I think his internal organs are killing him slowly, since you have really stuntet his growth for like you say for 10 years???

I never heard of a goldfish surviving that long in a bowl, never ever
