absolutely unless you drive a toyota prius. The engine has to move to stay on, and you cant sweet talk it into moving the engine internals. It takes energy, in the internal combustion engine it is gasoline that is the energy.

Any time the motor is running it is consuming fuel whether you are holding the brake pedal at a stop light or flying down a mountain at 100 MPH wtih your foot off the gas pedal.
The difference when you are moving and not touching the gas pedal you are using energy that has already been expended before you took your foot off the gas. In the case of going downhill, gravity is the source of energy pushing the car faster and faster even if you are not touching the gas. The car will only use the same amount of fuel as it would at idle even if the car is traveling 100 MPH downhill so long as you are not pushing on the accelerator/gas pedal.

the short: Yes, the vehicle definitely will consume fuel.
if you have an above average idle, and the vehicle is a stick shift, it may be possible to use a little less fuel while moving if while the clutch is engaged, slows the rpm's of the engine down.
