Given an average SAT, a University of California school would be a real stretch unless she has some very special factors that would help her in admissions. A Cal State school is a real possibility, though. Alternatively, she could go to a community college for a couple of years and then transfer to the four year of her choice. That would certainly be her cheapest and possibly best option if your parents decide not to pick up the tab.

(BTW, I had even worse grades in HS and my parents didn't pay for college either. It wasn't necessarily a bad thing. I worked harder than I otherwise would have and graduated from undergrad with a 3.8. Now I'm at a great law school.)

My recommendation is that the two of you use the college selection tool over at PrincetonReview.com.

You have told us her GPA, but nothing else. Her test scores, for example, will make a difference. Even so, with a 2.97, it is unlikely that she could get into any of the major 4-year colleges or universities around right away. I notice that a number of people have suggested that she could get into a state university, and that may be true in some states, but I'm afraid she would have a problem with it in California. She could go to a community college for two years, and if she does reasonably well, she could transfer to a 4-year school.

If you passed high school and have more intelligence than God gave a carrot, you can probably get into a mediocre state university. I think standardized tests such as the SAT or ACT are also usually a factor in the decision. The tricky bit is paying for it and passing your classes once you're in university. The financial aid office at your chosen school is probably as good a place to start as any if you want to figure out how to pay for school without your parents' help. But if your sister is going to take out loans, she should seriously look at the career prospects for whatever degree she plans to get and make sure that she's likely to be able to pay them back when she gets out.

She could totally get into a state school. Most universities want at least a 3.0 by state colleges don't. You should have her check the websites for the requirements of the schools she's interested in going. Honestly, it varies from school to school. She has a chance at going, my friend got into UCLA, UC San Diego, Riverside, with a 3.0 so you sister is not far off. Plus most schools give more weight to students who transfered from community colleges. GoodLuck!
