It's just another example of the govt trying to keep track of everything, regulate everything and pretend that what they are doing will have any significant impact on national security.
It's a joke. But so is most of the DHS rules.

Well, I read the Bird flu was created through genetic manipulation in China. Why wouldn't the terrorist use our food supply against us? Look at all the resent issues with product from China.

If a terrorist is determined enough then they will use many different methods to get their goal accomplished, even a chicken farm...I'm glad at least someone is trying to out think them and keep them from success.
