i would't take them off your car will be loud and sound dumb... idk about the whole MPG thing... i think it might stay the same really

You probably wouldn't notice any change in MPG's. There is a lot of attention to detail these days in engineering a car for maximum MPG's and the exhaust is taken into consideration.
If you yank anything off you will likely create some emission problems and throw off the engine timing so the computer will have to readjust this as you drive on.
Most cars will not see any benefits from simply swapping a muffler unless the car has the wrong muffler on it or it has become rusted inside and out from short trips in the city.
My truck jumped about three MPG's when I had the old rusty wrong sized muffler and pipes replaced this Spring. Just some boob jammed the wrong muffler and tailpipe on it six years ago.

since you didnt say brand,make and year the answer is
impossible.
but on new cars.
you can remove anything cat back and no problem.
the cat , you must keep it or at least have a low back pressure version installed or the EGR tests will fail.
many cars refuse to go in to Closed loop with zero exhaust back pressure. (almost all 1989 to 1995 ).
and many new ones too.
next time give us a Car. ok?

As stated above, aside from tickets and loud noise from your car's exhaust, you also lose compression (actually back flow) and this will certainly shorten your engine's life and your gas milage will suffer.
Suggestion: Don't take them off.

Yes and it also removes backpressure to the valves, which shortens engine life.
