Where can i find who came up with this idea?

well my hair is blonde... and the reason im asking is cause some assface told me a republican did, and i dont believe that one bit, i have been trying to find out, but can't

Actually, the concept comes from long-established offsets in other environmental areas, going back decades.

Companies were allowed to offset their pollution by effectively "averaging out" their pollution output with another company that was polluting less. The two companies, totaled, thus met the pollution requires. The first (polluting company) was said to have purchased an offset from the other company.

And yes, that concept did originate with Republican legislators in Congress, as a way to allow businesses to continue operating without having to individually comply with federal pollution laws -- as long as they could purchase pollution offsets.

Given the terms in common usage already, it was logically applied to other areas -- including carbon offsets.
