Get a router and plug both laptops in, it can give you a many local addresses for the same routable IP address, i.e your IP as seen to the outside world.

You can connect a second monitor and see the same thing on both screens, but you can't split an IP address for 1 Steam Powered account.
Besides, that would violate Steam's TOS agreement and have your account probably permanently banned.
However, if you mean playing off-line, it's still the same scenario that both machines have a CS game on them and thus both would have their own IP address anyway.
Generally you cannot play offline unless that particular machine is not shared with other CS accounts.
You can play offline using a LAN setup using multiple computers but all machines would need a CS account and/or game on them. Again, they would have their own unique IP address.

ok, it doesnt mean if you have a brand new laptop that it will play every single game that you'll install to your laptop or will run the game smoothly. some games ask for high system requirements. mostly: 2.6 GHz processor (preferrably dual core) at least 1 GB RAM (but 2 GB RAM is much better and faster) sound card compliant to DirectX 9.0 or 10.0 same thing for video card, compliant to DirectX 9.0 or 10.0 with the video card, some games require the newest video card. some laptop versions of video cards are not supported by some games. so you really want to check all those things up before buying the game. like one of your game, Counter Strike, it will ask you for a better video card like NVIDIA GeForce 6800/7/8/9 series. These video cards are really powerfull and will deliver descent graphics so i gues what's wrong with your laptop is your video card. if you really want to play your game smoothly, the next time you buy a laptop, make sure buy a laptop with NVIDIA GeForce or ATI video card. and your processor is descent enough but if i were you i would change it to at least 2+GHz. TIP: before buying a game, look at the game's system requirement first, either at the back or top of the game box. if it doesnt fit your laptop's system, then dont buy it, cuz it will cause lags, freezing, and distorted images.

JayKay is right. Buy a router, connect it to the modem, and connect the computers to the router. This way, you can "share" the IP address that your ISP has given you.

you would have to install them under the same internet service. talk with your internet provider about it.
though some providers dont allow you to do that.
