Instead of electing people who want postions of power, what do you think about electing anyone for postions of political responsibility whatever they want to or not?

This is not a new idea but one with merit. Plato, in The Republic suggested something like this. He said that for someone to take the position of leadership they would either have to be offered reward of some kind. Power, wealth or fame. These were the people you do not really want. They may decide that it is not worth it and are more easily corrupted.
The other kind muust be threatened with punisment. The punishment of being governed by those less qualified than themselves. I'm not sure we are ready for this method of selection but I have to admit that it makes a certain kind of sense.
