The program is called Photo Booth. Unfortunately, it's not available to download; the application is only included with Macs with a built-in iSight camera.
You can however buy a similar program called WebcamTweaker.

buy it from apple.... that's if you have a apple mac computer.... if not it will not work on windows... sorry to say...
