What scene is on the cover of the US edition?

I can give one concrete answer and two guesses!

The concrete answer is for question one. The cover depicts Harry's final battle with Voldemort. As you may see they are surrounded by destruction and orange light. The destruction represents Hogwarts after the battle (which was partially distroyed), because Harry fought Voldemort at what was left of the Great Hall. The orange light represents the dawn, which is the moment of the day the final battle took place.
The cover shows Harry and Voldemort. You can appreciate it more if you take the cover off the book and open it in front of you :)

About the other two questions:
2. My guess is that they do not move in. I do believe the Death Eaters destroyed the Privet Drive House and the Dursleys are way too scared to move back, even if they are told that Voldemort was destroyed.
I imagine they found a place near Smeltings (so they could be near Dudley while he was at school), and they have the pretty regular life they always wanted, with their new cars and square gardens. I like to imagine that Dudley gets married and has a witch for a daughter. With her, the Dursleys learn to deal calmly with magic (she looks just like Dudley, so Aunt Petunia cannot really resist). They do not regain contact with Harry though.

3. My guess is that he lives either near Ottery St. Catchpole (where the Weasley's reside) or Godric's Hollow, close to Ron and Hermione. I figure it'd be the second one more than the first. I think that when he saw his parent's house and figured that's where he would have had a normal life, he did everything he could to make it possible for his kids.

The "US" cover shows the scene in the Lestrange's vault where all the treasure is duplicating itself.

I'm sure the Dursley's move back to Privet drive when it's all over. Uncle Vernon seems rather enamored with the house after all.

Harry still owns 12 Grimmauld place. And now that Kreacher has redeemed himself and the stigma of the Black family largely erased it would be a viable home again.

The scene on the cover of the U.S. edition (spoilers) is when Harry is reaching out for Voldemort's wand after they have the final battle. Voldemort is about to get killed by his own curse and Harry is reached out and grabbing it. It's really cool, it looks like he's trying to get the title of the book.
The dursleys are never explained. My guess would be that they move back into their house after they are safe and don't need protection.
Harry probably would live in the U.K., maybe Sirui's house? Just a guess, sorry.

I think she did a good job. In the previous six books characters are always talking about how dangerous Voldemort is and how everyone in England fears him. If many people didn't die during his attempted rise to power then she contradicts everything that she has been writing for six books. No, to make the victory as big as she wants it, she has to show the cost of victory and what defeat could have meant, otherwise it doesn't matter who wins. I'm also sad that Fred is gone, of all the ones that died I think he was the only that I actually felt emotion for. Well, him and Dobby.

I don't know about the latter two questions, but I think the cover of the U.S. edition is just abstract, like the cover of book 1. It just shows Harry and Voldemort, and that's mainly what the book is about. I don't really think it's any specific scene, just more about the general idea of the book. Does that help?
