If the puffer can get his mouth around any part of the lobster, he will try to eat it. That's part of the nature of the puffers - they need to keep their beaks trimmed, so they'll bite at anything hard (including the lobster's carapace, your heater, the heater power cord, live rock, shrimp, krill, snails, hermit crabs, and your fingers). The puffers are also territorial, so he may just pick on the lobster if it comes into his "territory".
