What if the parent sends the child to another state to live in, and doesn't give the person they're staying with any money? Isn't this illegal?

You seem to be leaving out some important information, is it a vacation for the child? a short term visit with grand parents or relatives? This would be an answer that requires full information. If the parent is still legal guardian for the child, and is still providing a home for that child, they are still spending any subsidiary money for the child to provide the child with a home when he/she returns. Most family's when an adoption is final no longer receive any state or federal funds. In which case that would be an agreement between the parent and the individual the child will be staying with.

I guess that would depend on where you think they're getting a "subsidy" from, because when I adopted my daughter, it cost me $2,500 and no one has paid me any money for her lately. The big thing you need to understand here is legal responsibility versus moral responsibility. No, if they are getting subsidy money by virtue of their adopting someone, they don't legally have to show that that money went for direct support of that child, morally should they send the money on to whoever is actually providing for the care of the child, probably, but not doing so in and of itself doesn't constitute fraud.

Any money for the support of the child, weather it be from S.S, State, support, or adoption the money has to go directly for the support of the child. The parents are told to save receipt for proof of goods bought for the support of the child.

You can file with child protective services if you know for sure this is not being done.

So next step is, do you have enough guts to file a complaint ?

When a parent adopts a child the child is (Paid for by them) it is not cheap, and there is no subsidy money, you may be thinking of foster children.

You could call Child Services and ask to make a report. Be sure you have your facts correct if you make a statement that may or may not be true. You seem really close to the situation so I think you actually care about the child. Do what you think is right. Good luck.
