That's a cute skirt. I personally, would wear it with a white shirt. Since the skirt is such a bright color I wouldn't pair up more than one really bright color. I would also make the shirt not a tank top because I heard that it generally looks good if you either have a lot of skin showing on your legs OR on your arms, not both. For shoes I'd say white flats or flip flops. then maybe a cool headband if you like them and can find one in a matching shade.

hi there, depending on the whether if its cold you should definitly wear tights underneath, if its hot some flip flops a little tank top singlet and maybe a cardie :)
