they do this untill i feed them then swim all around same with my neon tetra

First of all, Puffers generally inhabit the surface area of the tank, secondly, they are begging for food. If you can avoid this begging in any way reasonable, it is better for your fish. Email me if you have any questions.

because they're full of air?? so when you feed them the weight sends them down again
