AND 4. Why do you get -5 points for asking a question? Technically if people where so worried about losing points, they would never ask questions, resulting in the end of Yahoo Answers!

There has to be an area where the rain is being formed (normally in the cloud) where the relative humidity (RH) (I assume that is what you are saying) is 100% or higher (Don't get me started on that.) However, the rain will move through lower levels that if they are cloud free, then those areas are most likely less than 100 percent RH. The rain will moisten the lower levels to near 100 percent but only if the rain contiues to fall for a long enough period.

99% is the ration of how much water is in the air compared to how much water is needed to achive saturation. (Not how much it can hold....that is also another subject that is difficult to explain.)

Mist is not considered 100% unless it is surface based (fog) then it normally is. However again, mist more readily evoporates and the longer it goes on the more likely it will be 100 percent.

Dang if I know about points, I am just a weather forecaster.

1) Not necessarily. The clouds dropping the rain are at 100% relative humidity, not 100% humidity. The air below them is usually at a lower RH.

3) Fog is the result of 100% RH. It is merely a cloud that happened to form at ground level.
4) People ask questions to either get answers or to cause others to think.

u should ask your question about why people ask questions which cost 5 points on the yahoo answers category. My feeling is five points is no big deal, plus when u choose best answer u get three back and someone else gets 10. It's for everyone both the asker and the answerer.

U can answer 5 questions in polls and surveys in 2 minutes if u want fast points. I do that sometimes when i don't want to have to think too much or write long anwsers.

100% humidity is when the air is saturated and cannot hold anymore water vapor.
99% is when the air is saturated with 99% of the water vapor is is capable of holding.
When raining or misting the air generally will have high humidity but not necessarilly 100%.
In dry climates like where I live, it can rain with 50% humidity or less.
