As long as it is not alive then it is OK.A live sandollar like any othe mollusk or gastropod is a living creature and should be left in their enviroment to repopulate.
If you do find a dead shell or sandollar then do take it but only take what you want to disply and leave some for others.

I think you can get the death penalty for that. Taking sand dollars off the beach will cause the beach to die.
