that is relative. u hv regulations wh u dont enforce - incarceration may well be low. u hv regulations wh u enforce - extreme hence it provides a photos of a criminal offense ridden society. so a thank you to entice the stability. usa say tt drug concern is going down 'cos arrests r down yet is it extremely down? frankly no person is often used with. stats r used / manipulated to verify regardless of desire u like it for! take care

Probably one that incarcerates people who possess certain plants, but doesn't execute people who murder less than a busload of people, and even then only if the Pope himself is a witness.
